Interior contracting companies in Dubai: how to verify one

An interior design firm and an interior contracting company can send you proposals that look the same. Same renders, same scope headings, same promise to hand over a finished office. The difference sits in a document neither of them puts in the presentation deck, and it decides whether the company you sign with is legally able to build what it just drew for you. In Dubai the right to design and the right to construct are separate permissions. They come from different activities on a trade licence, and a company that holds only the first one cannot be the contractor named on a permit application, cannot legally run your site, and cannot be the party a landlord accepts through the loading bay.

What the word contracting does on a Dubai trade licence

Every company operating here holds a trade licence from the authority that licensed it: the Department of Economy and Tourism on the mainland, whose number you see in website footers as the DED licence, or the relevant free zone authority. The licence carries a list of activities. That list is the permission, and it is the only part of the licence worth reading closely.

Interior design services is a consultancy activity. It covers concepts, drawings and supervision. Executing the work needs a contracting activity, written on the licence in wording like interior decoration contracting or technical services contracting depending on how the company was set up and what trades it self-performs. Our own licence sits on the contracting side, and the number is printed in the footer of every page on this site along with the authorities we are registered with. Ask every bidder for the same PDF and compare the activity lines, not the logos.

A design-only firm that wins a build job will subcontract it to a licensed contractor. That is legal and common. It also changes the shape of your project in ways nobody explains at signature. You now have a company holding your money and a different company holding the tools. When a partition lands 200mm off the setting-out, your contract is with the party that cannot fix it. When the site needs a permit to work from building management, it is issued to a firm you never selected and never checked.

The version of this that should stop a meeting: a bidder offering to submit your drawings under another company's licence. Whatever the arrangement is called, your contract counterparty and the party legally responsible on site are two different entities, and you will discover which one matters on the day something goes wrong.

What interior fit out contracting companies in Dubai are registered to do

The licence is the first gate. The second is registration with the authority that governs your address, and it is the one buyers skip.

Dubai Municipality maintains a register of contracting companies and classifies them. Classification is assessed from the company's technical staff, its financial capacity and the work it has completed, and the class it holds limits the scale and type of work it may be named on. We are not going to quote grade codes here, because they get repeated wrongly across the internet and the current criteria live with the authority. Ask a bidder which class he holds and under which activity, then check the company against Dubai Municipality's published consultants and contractors data rather than against a screenshot he sends you on WhatsApp.

Registration is jurisdictional, and this is the part that catches tenants out. A company on Dubai Municipality's register is not automatically accepted by the Dubai Development Authority in its districts, by DMCC in Jumeirah Lakes Towers, or by Trakhees in the port and free zone areas it governs. Our AD Tyres unit in Platinum Tower ran its fit-out route through DMCC as well as through building management, and a contractor without standing there is stuck at the first submission regardless of how many mainland projects he has finished. Fire systems sit in their own lane. Anything touching detection, sprinklers or suppression goes to contractors approved by Dubai Civil Defence for those systems. Move one sprinkler head to suit a new partition line and that approval becomes part of your project, so ask early whether the fire works are self-performed or subcontracted, and to whom.

Who signs the drawings and who signs for the site

Two signatures on a job rarely belong to the same person, and both are worth naming before you sign anything.

The submission set going to the authority carries the stamp of a registered engineering consultant, whether that consultant is in-house at the contractor or engaged per project. Ask which it is, and ask for the name. A contractor who has to go and find a consultant after you sign has just added an unpriced dependency to your programme, and you will feel it the first time comments come back on the drawings.

The second signature belongs to the site engineer who signs method statements, permits to work and inspection records. Ask whether he is on the company's payroll or freelancing across five jobs. Ask how many projects he is running the week yours starts. This is the person who either catches a clash above your ceiling or lets it close.

A tower in JLT and a unit in a mall check your contractor differently

Government approval is one layer. The party holding the keys runs its own vetting, and its criteria are not the authority's.

An office tower wants building management submissions, insurance certificates naming the required limits, a refundable deposit, booked service lift slots and permits to work for anything noisy. On the Solvu Solutions office in Platinum Tower we had eight weeks from contract to handover, which is our fastest office to date, and a programme that short only works if the building's paperwork is opened on day one instead of after the design is frozen.

A mall is stricter and slower to satisfy. Dubai Hills Mall runs to Emaar's fit-out manual: hoarding to the centre's graphic standard, contractor inductions before anyone gets on site, waste removed the same night, and no noisy work while the centre trades. On the Saudi Dates Centre unit, 165 m² of premium food retail handed over in February 2026 in twelve weeks, that pushed the build into night windows against a fixed opening date in the lease. A contractor whose crew has not been inducted does not enter, and a contractor whose insurance certificate does not match the mall's required limits does not get inducted. Neither of those is a government matter. Both stop your job.

So when you ask a bidder about experience, ask it in the form the buildings use. Which malls have inducted your crew. Which towers have accepted your insurance. When did you last run a night-work programme, and how did the joinery reach the unit.

The documents to ask for before you sign

Request these together, in one email, and read what comes back rather than filing it.

Nothing on that list is intrusive. Every competent contractor in this market is asked for it several times a year and has the folder ready. The speed of the reply tells you almost as much as the contents.

  • The trade licence as a PDF, with the activity list and the expiry date legible. The legal name on it should match the name on the quotation, the name on the contract and the account holder on the bank details. Where those disagree, stop and ask why before discussing anything else.
  • Proof of registration with the authority that governs your address, not the one governing the contractor's own office.
  • Insurance certificates for contractors all risk and public liability, plus workmen's compensation, with validity dates that cover your whole programme and limits that satisfy your landlord. Read the dates. Expired certificates circulate constantly.
  • The name of the consultant or engineer who stamps the submission, and whether the arrangement is in-house or per project.
  • A reference from a job the company completed in the last year in your jurisdiction. A permit number or a handover document, not a photograph of a finished reception desk.

What the contract has to allocate

Verification gets you a company that may lawfully build. The contract decides what happens when the building argues with the drawing.

Put the authority submissions in writing: who prepares them, who submits, who pays for a resubmission after comments and whether that resubmission carries time. Put the MEP scope in writing at the level of who does first fix, who commissions and who hands over the testing records, because the gap between a design drawing and a shop drawing is where fit-out budgets actually go. Name the landlord obligations that sit with the contractor, including hoarding, night permits, waste and any reinstatement condition already written into your lease.

Then handle the end of the job. The defects liability period on commercial fit-out here is commonly twelve months from handover, and it is separate from equipment warranties, which run on their manufacturers' terms. Agree what has to be delivered before the retained money moves: as-built drawings, permits closed, testing and commissioning records, warranties and the signed-off snagging list. On the Saudi Dates Centre unit that documentation was completed for the deposit release rather than chased afterwards, which is the difference between a handover and a two-month email thread. Sentences that should end the conversation

Each of these is said in this market, and each one means something specific.

"You don't need a licensed contractor for interior works." What that means is that the speaker cannot be named on a permit and intends to work without one. When the building or the authority stops the job, the crew leaves and you own the half-built site.

"No NOC needed, it's only partitions." The landlord's no objection certificate has nothing to do with the building code; it is the condition on which the building lets anyone through the door with a drill. Skipping it is how a tenant loses site access and a fit-out deposit in the same afternoon.

"You apply for the permit yourself as the tenant." Submissions run through registered parties with accounts at the relevant authority. A contractor pushing this back to you is telling you he has no standing there, and he is asking you to carry the compliance risk for work he will perform.

"We'll start Sunday and sort the paperwork later." Somebody eventually inspects. Work built without approval gets opened up, corrected or removed at the tenant's cost, and the programme you were promised disappears.

"That price assumes we skip the consultant." Then the drawings are unstamped, the submission has no route, and the saving is a deferred cost with interest.

The activities on the trade licence. A design company is licensed to produce concepts, drawings and supervision. A contracting company is licensed to execute works on site, is registered and classified with the authority governing the address, and can be the contractor named on a permit application. A design firm that takes on a build subcontracts the construction to a licensed contractor, which puts a company you did not select between you and the crew doing the work.

How do I check an interior fit out contracting company in Dubai before signing?

Split the check into two layers, because they catch different problems. The government layer is the licence and the registration: activity, jurisdiction, classification, and a permit number from a finished job. The building layer is separate and just as disqualifying: whether the contractor's insurance certificate matches the limits your tower or mall demands, whether its crew has already been inducted somewhere comparable, and whether it has run a night-work or restricted-hours programme before. A company that clears the first layer and has never dealt with the second will stall at induction, not at the authority.

Can my designer's firm apply for the fit-out permit on my behalf?

Only if it holds the registrations that submission requires, and a design-only licence does not. In practice the submission goes through a registered consultant and a registered contractor, and the drawings carry an engineer's stamp. Ask your designer, in writing, who will submit and under whose registration. If the answer is a third company, that company is a party to your project and should be treated as one.

Does the contractor need separate approval from my landlord or the mall?

Yes, and it is a different process from the government approval. Building management and mall operators run their own acceptance: contractor documents, insurance to their required limits, deposits, method statements, crew inductions and booked working windows. A contractor with a clean government route who has not been accepted by the building still cannot get material into the unit.

What insurance should an interior contractor carry on my site?

Contractors all risk and public liability at minimum, with workmen's compensation for the crew, and the certificates must be valid across your entire programme rather than on the day they were emailed to you. Check the limits against what your lease and the building's fit-out manual demand, because landlords in towers and malls set their own figures and will refuse access until the certificate matches.
